Cost: Engineering - $380,000; Inspection - $300,000; Construction - $5,420,000

The Western Reserve Port Authority, owner of the Youngstown Warren Regional Airport (YNG) is currently seeking funding to complete the final phase of our Airfield Pavement Rehabilitation Project, specifically the rehabilitation of Runway 5/23. The project includes installing a 4-inch asphalt overlay, drainage enhancements, and pavement markings.

 

  • 4-inch Asphalt Overlay: This involves laying down a new layer of asphalt, which will enhance the runway’s surface, making it smoother and more durable.
  • Drainage Improvements: Upgrading the drainage systems will ensure better water management, preventing accumulation on the runway.
  • Updated pavement Markings: New markings will be applied to the runway, which are essential for safe aircraft operations.

 

These enhancements will directly benefit aircraft operations at YNG, support aviation training activities, and help maintain the new state-of-the-art C130J Super Hercules aircraft at YARS, ensuring they remain operational in Ohio. This project will benefit taxpayers by maintaining aviation services, attracting commercial passenger service, supporting airport expansion, enhancing military readiness at the Youngstown Air Reserve Station, and promoting economic growth in the Mahoning Valley.

WRPA has secured $3 million from the State of Ohio, with $1.1 million allocated for Runway 5/23 rehabilitation. Previous phases were funded through a layered mix of local, state, and federal sources, including:

  • State of Ohio Capital Budget
  • Defense Community Infrastructure Project (DCIP)
  • Federal Aviation Administration (FAA) Airport Improvement Program (AIP)
  • Local Matching Funds from the Western Reserve Port Authority

 

In 2017, YNG conducted an airfield pavement management study that identified the pavement conditions of the runways and taxiways. The plan recommended rehabilitating the two runways and one primary taxiway into a three-phase project, with an overall project cost of $27,000,000.

 

Taxiway Hotel (Phase 1) has a cost of $9,000,000. Construction is currently in progress.

Runway 14/32 (Phase 2) has a cost of $12,000,000. Construction is scheduled for late Spring/early Summer.
