The Western Reserve Port Authority (WRPA) was created in 1992 to operate the Youngstown-Warren Regional Airport. Using the unique powers granted to port authorities by Ohio law, the WRPA has evolved into a dynamic, multi-faceted agency dedicated to promoting growth and economic development in the Mahoning Valley.
Own and operate Youngstown-Warren Regional Airport (YNG)
YNG Aviation Training Center in partnership with Youngstown State University
Support and partner with the Youngstown Air Reserve Station
Issue tax-exempt and taxable Bonds and Conduit Revenue Bonds
Provide bond financing of large construction projects with Capital Lease options
Tax Incremental Financing (TIF) helps finance improvements such as utility lines, streets, curbs, and parking facilities
Enterprise Zone incentives to help offset the high costs of business start-up activities
Joint Economic Development District cooperative agreements between counties and municipalities to engage in transportation projects or economic development initiatives
Property Assessment Clean Energy (PACE) finances investments in energy-related improvements in new and existing real estate
