The Western Reserve Port Authority (WRPA) was created in 1992 to operate the Youngstown-Warren Regional Airport. REQUEST FOR QUALIFICATIONS- CONSTRUCTION MANAGER AT RISK WITH GMP AMENDMENT

 

 

Electronic responses to Requests for Qualifications will be received no later than July 22, 2026 at 12:00 p.m. E.S.T, at: jnolde@gpdgroup.com for professional Construction Manager at Risk services for the construction of the new Mahoning County Government Center Project (“Project”). The estimated construction cost for the Project is $50,000,000, and the estimated time of completion for the Project is April 2029.

 

All vendors interested in providing construction management at risk services for the Project must be registered vendors by emailing jnolde@gpdgroup.com in order to download the County’s Request for Qualifications and Statement of Qualifications forms, which provide additional details regarding the Project as well as details regarding the procedures, timeline and conditions for submitting and evaluating a Statement of Qualifications. Qualifications for the Project include, but are not limited to: competence to perform the required pre and post construction management services; effective utilization of Guaranteed Maximum Price Amendments; documented history of financial responsibility as evidenced by the capability to provide a performance bond and payment bond equal to one hundred per cent of the contract sum; and any other relevant factors as determined by the WRPA & Mahoning County.
