John Moliterno became the Executive Director of the Port Authority in June of 2015, after serving as Interim Director since September of 2014. He is the owner of Pegasus Printing Group in Youngstown, Ohio.
John’s background includes serving both local businesses and government. He was president/CEO of the Youngstown Warren Regional Chamber and president of the Better Business Bureau of Columbiana, Mahoning, and Trumbull Counties. In 2003, he was appointed to the Ohio Consumers’ Council Governing Board to represent residential consumers, and later became Vice Chairman in 2006 and Chairman in 2010. In (year) John was a member and Chairman of the WRPA board.
Currently, John is a board member of the Youngstown State University Penguin Club, the Better Business Bureau of Mahoning Valley, and the Youngstown Central Business District Community Improvement Corporation. He is chairman of the Trumbull County Workforce Investment Board (WIB).
John is City Councilman in Girard, Ohio and previously served as a Board of Education member for 14 years.
Director of Economic Development
Anthony Trevena has over 20 years of senior-level experience in both the public and private sectors. His background in government and politics include serving as Chief of Staff for Congressman John Boccieri and Field Representative for Congressman Ted Strickland. He gained extensive experience in local business communities and government relations in both positions.
With prior experience as a restaurant general manager, Anthony became the owner of his own fine dining restaurant in Ormond Beach, Florida. He joined the Western Reserve Port Authority as the Director of Economic Development in September of 2015.
Anthony received his Bachelor of Science in Secondary Education and a Masters in Business Administration from Youngstown State University. Among his educational and professional achievements are several awards, including YSU George M. Wilcox Future Teacher of the Year, YSU Outstanding Performance as a Student Teacher, and Mahoning Valley Professionals 40 under 40. He is certified by the Federal Emergency Management Agency in IS 100 and IS 700.
Public Finance Manager
Sarah Lown has 18 years of experience in public-sector economic and community development. Prior to joining the Port Authority, Sarah worked for the City of Youngstown, Mahoning County and the Eastgate Regional Council of Governments. She has extensive experience in planning, grant writing and project management. She secured over $25 million in state and federal grants for the region.
Sarah joined the Port Authority’s Economic Development Division in November 2011, where she established partnerships among various jurisdictions and economic development agencies to promote a collaborative approach to community revitalization. She also coordinated private-sector financing projects such as capital lease and tax increment financing, as well as PACE financing.
Currently, Sarah is on the Board of Directors for several organizations including the CASTLO Community Improvement Corporation, Tech Belt Energy Incubator, Common Wealth CIC, the Mahoning River Consortium and the Mahoning River Corridor Initiative.
She earned a bachelor’s degree from Hampshire College in 1984 and a master’s degree from Harvard University in 1989.

Dan Keating began practicing law 33 years ago and has a diverse background in criminal practice, medical malpractice defense, personal injury, probate, domestic relations and business services. In the course of his career, Dan has represented clients and argued cases throughout the State of Ohio, including before the Ohio Supreme Court and Federal courts.
He is a member of the Ohio State Bar Association, the Aviation Law Committee, the Trumbull County Bar Association, and the Lawyer-Pilots Bar Association. Dan is active in community affairs, serving on the Advisory Board of the Salvation Army and on the Board of the Warren Heritage Center.
Dan obtained his Bachelor of Arts degree from Concordia University in Montreal, Canada and his Juris Doctor degree from the University of Toledo, College of Law. Dan currently practices law in the Warren, Ohio area.
Sara Jackson has been with the Port Authority as the Administrative Assistant since October 2015. She was previously employed in the Finance Department at the City of Campbell for two years before moving to London, England to work on the Talent Development team as the Diversity & Inclusion Coordinator at UBS Investment Bank.
While in London, Sara received a Post-Graduate Certificate in International Business from St. Mary’s University, Twickenham. She also attended Youngstown State University until 2012, where she obtained a Bachelor’s Degree in Communications, and a minor in Advertising & Public Relations.
Sara enjoys traveling and has visited over ten European countries during her time abroad. In her spare time, she also enjoys putting her creativity to work, outdoor adventures, and adding to her collection of books.
