Martin (Marty) Loney has been a Director for the Western Reserve Port Authority for 3 years, serving as Vice Chair for 2 ½ years and as a member of the Economic Development Committee.
Chairman Loney is currently the Business Agent for Plumbers & Pipefitters Local 396. He is a 30-year member of the United Association of Plumbers and Pipefitters and a 17-year member of Local Union 87’s and Local Union 396’s Joint Apprenticeship Training Committee. He served as Local Union 396’s Training Instructor from 1998-2016 and Training Coordinator from 2004-2016. He became Director/Organizer of Local 396’s Piping Industry Progress and Education (P.I.P.E) Program in 2010 and served in that role for 6 years. Throughout his career, he has become a State and National Delegate for Local Union 396 and initiated multiple training programs including Medical Gas, Backflow, Residential and MES programs.
Chairman Loney gives back to his community by volunteering for the United Way and participating in Leadership Mahoning Valley, a nonprofit organization that identifies, educates, and motivates community leaders to address challenges facing the Mahoning Valley. He is currently on the Juvenile Justice Advisory Board and has also previously volunteered as a YSU Senior Youth Mentor and the Boardman Community Baseball Manager.

Entrepreneur Sam Covelli is the owner/operator of Covelli Enterprises, headquartered in Warren, Ohio, which currently employs over 35,000 people. The company is the single largest franchisee of Panera Bread and O’Charley’s Restaurants. Covelli Enterprises operates more than 260 Panera bread bakery-cafés in Ohio; Pennsylvania; West Virginia; Kentucky; Florida; and Ontario, Canada.
He is the founder of the Ronald McDonald House Charities of the Mahoning Valley and Western Pennsylvania, and is a founding sponsor of the Giant Eagle LPGA Tournament Classic. Through the annual Panerathon, a 10K/2-Mile walk/run held annually in Youngstown, Ohio, Sam Covelli has raised more than $1 million for the Joanie Abdu Comprehensive Breast Care Center at St. Elizabeth Health Center over the past five years. The event is the largest fundraising event in the area.
Mr. Covelli has earned numerous awards honoring his achievements, including: 2005 Entrepreneur of the Year for Northeast Ohio by Ernst & Young; YSU Alumni Association Distinguished Citizen of the Year; Youngstown Area Restaurateur of the Year; and 2009 Ohio Entrepreneur of the Year.

Richard Edwards, also known as Rich, earned a Masters of Business in Management and Marketing from Youngstown State University and is the owner of “R” Ski Ranch, Inc. in Austintown, Ohio. “R” Ski is the largest ski and snowboard shop in Northeast Ohio, and has been voted the Tri-Counties’ best for winter products and services.
Mr. Edwards spent 40 years as the Vice President of Operations for B&I Management Co., managing and maintaining over 1,400 apartment units and in excess of 500,000 square feet of retail space, spanning several states. He sat on the Austintown Township Zoning Board for 18 years, serving as chairman for 14 of those years. After leaving the Zoning Board, he spent four years as an Austintown Township Trustee.
Mr. Edwards is also a pilot; he owns his own plane and has been flying for over 30 years. His life goal is to leave his community a better place to live and work.

David Detec is a practicing attorney at Manchester, Newman, Bennett, Powers & Ullman in Youngstown, Ohio. A graduate of the University of Akron School of Law, Mr. Detec practiced with a major Trumbull County law firm prior to joining Manchester, Bennett, Powers & Ullman in 2000.
Mr. Detec practices mainly in the firm’s Oil and Gas Law, Business Law, Healthcare Law, Banking, Bankruptcy Law and Real Estate Law sections, serving clients from financial institutions and public and private businesses. His experience in federal issues includes anti-trust, securities and tax issues.
A member of both the Mahoning County and Trumbull County Bar Associations, Mr. Detec is an agent of Commerce Title Agency of Youngstown, LLC, a full-service real estate title agency owned by the firm. Commerce Title Agency provides title, closing and escrow services for residential and commercial real estate transactions, including IRS Section 1031 Exchanges, in Mahoning, Trumbull and Columbiana Counties.
Ronald E. Klingle, also known as Ron, has been the Chief Executive Officer of Avalon Holdings Corp. since February of 2011. He holds a Bachelor of Engineering in Chemical Engineering from Youngstown State University and has over 30 years of environmental experience.
Mr. Klingle served as the Chief Executive Officer at Avalon Holdings Corp. from March of 2004 to February of 2010. From June 1998 to December 2002 he also served as its Chief Administrative Officer. He has been the Chairman of Avalon Holdings Corp. since June 1998.
He founded American Waste Services Inc. (AWS), which was involved in owning and operating landfills, waste transportation and environmental consulting and engineering. Mr. Klingle served as the Chairman of the Board, Chief Executive Officer and Director of AWS from December 1988 to June 1998. Mr. Klingle has extensive executive leadership and management experience and continues to lead the development and execution of our businesses.

David Mosure is Principal and Vice President of Construction Services at MS Consultants, Inc. He holds a Bachelor of Science in Civil Engineering from Youngstown State University.
With over 30 years of engineering project management experience, Mr. Mosure’s experience within the firm is diverse. He has worked as a surveyor and design engineer within various disciplines including geotechnical, structural, roadway, bridge inspection and environmental.
Additionally, Mr. Mosure has managed projects in a wide range of areas. His experience includes management of several water/wastewater treatment facilities, heavy highway/structural construction and rehabilitation projects, utilities, institutional/commercial building facilities, and geotechnical/site development projects. Mr. Mosure has mediated settlements between owners and contractors on several projects while acting as Construction Phase Project Manager.

Kathleen Dillon-Kennedy, also known as Kathy, is a mortgage loan officer for Home Savings & Loan in Youngstown, Ohio. A graduate of Cardinal Mooney High School and Hiram College, she has over 25 years’ experience in the banking industry.
Ms. Dillon-Kennedy is especially interested in bringing her financial background and bank experience to the board in our continued effort to create new employment opportunities through economic development. She has been involved in the entire process, having served as a loan officer, loan processor, underwriter and closer.
